I agree. If my hon. Friend the Minister will leap up and say that he will insert the word "persistently" into clause 1 or that he is prepared to contemplate doing so, my major anxieties about the Bill will melt away and I shall be able to melt away as well. I should be happy with the Bill were that improvement made. The matter rests on my hon. Friend's shoulders. If he wishes to speed the Bill's progress, he should allow the word "persistently" to be included in clause 1.

I continue as my hon. Friend plainly is not going to interrupt at this stage, although I am willing to be interrupted.
