May I associate the Liberal party in London and nationally with the welcome that is due to the Secretary of State not only for being persuaded to retain direct elections but for improving the system? I hope that the Secretary of State will accept that a great disservice is being done to the educational needs of children in inner London by capping and cutting. If the proposals that are before the House for a change in the authority next year, a suspension of the elections, an interim authority and then new elections, are implemented, they will cause untold disruption. Will the Secretary of State accept that it would be opportune for him and his right hon. Friends to consider introducing different proposals?
