Are not the purposes so general that without guidelines the Bill will be dangerous because people will not know exactly how to specify an intention when accumulating data? For example, data collected at Swansea for the police dealing with traffic matters might then be used by the police in cases that are totally unrelated to traffic. Would not guidelines considerably solve that problem and help the data user?
