This raises a fundamental issue. If the charitable associations and trusts that have filled the gap in the housing sector are to be allowed to sell to people in such houses, is not the hon. and learned Gentleman's point best made by requiring the Government to provide funds for the public sector to replace the housing that those people will take out of the public sector? Without that compensatory investment in the public sector, the 800,000 people with no homes will have one resource fewer to which to turn.
