Yes, of course I can answer the hon. Gentleman. Houses owned by local authorities or housing associations have been financed with public money whereas buildings in the private sector have not. It is perfectly legitimate for the Government and for Parliament to decide what ought to be the rights of the people in regard to public assets, but not in regard to those that are privately owned.

The Bill implements in full the pledges in our manifesto. It extends the right to buy to tenants whose landlord owns a leasehold rather than a freehold and it increases the discount from 50 per cent. to 60 per cent. for those who have been tenants for 30 years or more.
