The clause refers to ways to which the public commonly have access, whether or not as of right". In Nottingham, at the royal ordnance factory, Beeston, there could be a situation similar to that in Staffordshire, where the GCHQ station, according to the ordnance survey map, is supposed to be a public way of access, but where notices state that the public have no way of access. Does not the clause raise many problems about which areas will be affected by it, and about whether or riot one should have regard to access in the ordnance survey or notices that are put up by Government Departments?
