Would my right hon. Friend confirm that the social security expenditure constraints in this Bill do not cover every field and that whether we take the Donnison argument, the relative poverty argument, or the absolute poverty argument, we are still left with the fact that in November child benefits will be over 9 per cent. lower than they were in April 1979, and that they would need to be increased by 30 per cent. to give the same level of child support as in 1955?
