The confusion is worse confounded. Not even the Treasury has the power to authorise it. Only this House has that power. The real question is, can it come before the House without the Treasury's consent? My hon. Friend is conspicuously evading answering that question. It may be that he does not know the answer. If that is so, why is he not honest enough to say so? He has been asked the question from both sides of the House. It is a very simple one. The Bill says: the Commission shall prepare and lay before the House of Commons an estimate for that year of the expenses of the House"—
