If devolution was complete, covered the whole of the United Kingdom and there was a complete federal system, there would have to be equalisation payments from central Government taken from the richer regions and given to the poorer regions. But that would in no way subordinate the regions to central Government. That has not been the case in other countries where the federal system applies. There is also an equalisation area within the EEC. More money is given to certain parts from the Regional Fund. This does not destroy our independence as a Parliament to run our own affairs.
