To be fair to the Scrutiny Committee, the Minister must admit—he will recognise his own words—that he said—this is Question No. 81— As I have said, that is why I have laid emphasis on a voluntary scheme. I agree with you entirely. Why should we be penalised because of what has happened, not through our making but through what we have seen, the growth of surpluses? So we are anxious to explore a voluntary scheme. Those were the Minister's words, which the Committee took and trusted.
