I beg to move, That the Clause be read a Second time.

This is the longest new clause on the Paper, but happily I am in a position to explain its purpose and meaning in a few words. Those words are to be found in subsection (1) of the clause which states: Where it appears to the Secretary of State … that … a strike … has begun or is likely to begin … it would be conducive to a settlement of it"—
