The question of an alternative has been discussed many times. Does it not boil down to the fact that those who were in favour of an underground, undersea rail-only tunnel were prepared to put some money behind their proposal? Any other proposal considered during the last 170 years was not backed by anyone prepared to put money into it. The opportunities were there, but no one would back his words with cash.
