Many of my hon. Friends and a good many Labour hon. Members can be counted amongst those who are unhappy about the Bill on two major grounds. First, they are unhappy that there is to be a shuttle service rather than a conventional rail system. Second, they are unhappy that the forecast profitability will not even be put to the minimum test of the capital market. I agree to this extent with the document which the Conservation Society has sent to many hon. Members, which says: This is not the time to commit the country to a long-term and inflexible financial arrangement which depends for its profits on road transport.
