The hon. Gentleman is perfectly right in saying that a rail-only tunnel would cost 30 per cent. less. This was not a leak. This is a fact—or, at least, it is a fact to the extent that any of these figures could be called facts. The figure of 30 per cent. less is thought to be completely reliable. But, on the other hand, it is thought unlikely, and virtually certain, that the project would not make a profit for the first 10 years, and certainly not in its early stages.
