Resolved, That for the purposes of any Act of the present Session to make further provision concerning oil pollution by ships and other matters relating to merchant shipping it is expedient to authorise—

  1. (a) the imposition on importers of oil and others of obligations to contribute to an international fund for compensation for oil pollution damage,
  2. (b) the imposition of charges (payable into the Consolidated Fund) in respect of ships entering the United Kingdom where the shipping or trading interests of the United Kingdom are damaged or threatened, or in fulfilment of any international obligation.
  3. (c) the payment of any sum into the Consolidated Fund.—[Mr. Onslow.]
