I apologise to the hon. Gentleman for intervening, but I should like to clarify this matter. It is hoped that after the passage of the Bill the three depositary States—the United States, the Soviet Union and ourselves—can ratify on the same day. Thirty States have ratified, and 22 is the minimum required, plus the three depositaries.
