The circular to which I have referred is a joint operation between my right hon. and learned Friend the Secretary of State for the Environment and my right hon. Friend. The two Departments are working closely together on the problem, which concerns both of us.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
