—and the means by which one can best alleviate that position.

To hold up, as the Opposition are always suggesting, the implementation of the Housing Finance Act and subsequently to repeal it would be to prolong the very injustices and anomalies which have created so much suffering and misery in the past and would be quite unfair to those tenants who alread pay a fair rent in full. So I would firmly say that we are not prepared to put off the benefits of the essential reforms contained in the Housing Finance Act.
