If the Prime Minister has any contacts with the Portuguese Government in the future will he make it clear that they are not likely to be accept- able as partners in an enlarged European Community until such time as they stop misusing NATO arms against liberal movements in Africa?

Portugal was a member of EFTA throughout the lifetime of the previous Conservative Government and the Labour Government, and for part of the present Administration. Regarding membership of the Community, in the summit communiqué we reaffirmed very strongly the requirements of a country for membership, including its democratic procedures.

Will the Prime Minister answer the second part of the question from the hon. Member for Roxburgh, Selkirk and Peebles (Mr. David Steel) and make it clear to the Portuguese Government that the misuse of NATO weapons in Portuguese-held territories of southern Africa is quite contrary to the whole spirit of the NATO agreement, and certainly contrary to the spirit of people of this country, who believe that the people of southern Africa should be free from all colonial domination?
