The hon. Member is quite wrong in his interpretation of the question of one or two Bills. We could have had a one-clause Bill taken on the Floor of the House dealing with the constitutional issue and the Clauses of another Bill discussed upstairs in Standing Committee, but I thought it right to have the whole Bill discussed on the Floor of the House.
