How does thehon. and learned Gentleman try to sustain the proposition that we have been able to debate all those matters, when the only way in which we have been able to debate most of them is by referring to the conceivable parliamentary control that might be established over these matters? We have not been able to vote directly on almost the whole of the list that the hon. and learned Gentleman has just read.
