I am not saying that this is a consistent posture for the right hon. Gentleman to adopt and it certainly was not a characteristic of his attitude before the last General Election. In the last debate but one in which the right hon. Gentleman took part—when a referendum was discussed—I expounded quite plainly the way in which we felt ourselves authorised to present this legislation to the House. We did so on as firm a foundation as did the last Government when they were in office. I say in relation to the right hon. Gentleman's third intervention that he is more characteristic of a cockerel who believes that the sun gets up in the morning simply to hear him crow.
