Since the Solicitor-General has been kind enough to refer to the Labour Party programme which has recently been published, will he confirm that the characteristic which identifies that passage in the document is that the British people will be consulted by an election or a referendum before the final decision is made and that in this respect it breathes life into the idea of full-hearted consent which the Prime Minister promised and has never discharged?
