I am sorry that hon. Members find this so distasteful but it is not surprising having regard to the history. The case I am putting forward sets out the reasons which compelled the last Government to accept the very case which we had been pursuing and which now they have largely submerged by a cloud of conditional clauses and subjunctives. Small wonder that some have been tempted to observe about hon. Members opposite: Men were deceivers ever;One foot in sea and one on shore,To one thing constant never.
