The Secretary of State is aware of my personal interest in this matter. Will he reassure me, on the question of Government policy regarding the development areas, that it is intended that the people themselves in development areas should be given every possible opportunity to develop their area in their own way and that they will not be blighted too much with plans imposed on them from outside?
