is the hon. Gentleman aware that there is widespread apprehension that the Government's graduated scheme will be a backstairs take-over of the private insurance companies? Will the hon. Gentleman give us some assurance about that?

I think that my right hon. Friend dealt with that earlier today. The widespread apprehensions will be ended very shortly.
