Exactly. If we get everybody there, there will be no point in taking the Bill upstairs. This is the second point to which I was about to come. I turn now from the limited proposal which the Government have made, a sensible and modest proposal that Ministers should take part when necessary or useful, to the wider proposal made by the Liberal Party.
