asked the Secretary of State for Wales what progress has been made in negotiating for the provision of a dock access road at Newport to link up with the M4 near Forge Lane.

This would not be a trunk road, but Welsh Office officials are in consultations with the Newport Council and the Docks Board.

Was this and related matters affecting the future development of Newport discussed with the Minister of State, Welsh Office, when she visited Newport on Monday? Why was the hon. Member for Newport not invited to the meeting or at least notified of the hon. Lady's visit to the constituency of Newport relative to the normal courtesies of the House?

That is not the Question which my hon. Friend has put on the Order Paper; the improved road links with the motorway. I will, however, look into the matter.
