In accordance with paragraph 50 of the White Paper, my right hon. Friend the Minister of Housing and Local Government and I are consulting the local authority associations about the proposals in the White Paper. We shall be considering their views on how the aims of the Paper can best be achieved. In addition, as indicated in paragraph 21 of the Paper, I shall, in due course, be consulting local planning authorities in Wales about the introduction of the new development plan system.

Is my right hon. Friend in a position to say what planning authorities in Wales will be first selected to operate the new system?

I shall first need to consult the local planning authorities and be satisfied that those selected have the necessary staff and resources.
