I should first like to make a comment about the behaviour of the Government Front Bench. I understood that this was to be the great new initiative of policy, and, though we all appreciate having the right hon. Gentleman the First Secretary of State and Secretary of State for Economic Affairs with us—he has been a most assiduous attender throughout the day—I should have thought that this debate was of such an importance for us to have at least the Foreign Secretary or the Prime Minister here most of the day.
