I hope I made it clear in my speech that our proposals have no rateable value limits. The question I asked the right hon. Gentleman, on the other hand, was, why, if this was a great principle of equity—not just an expedient for helping the poor, but a principle of equity—equity stopped at the rateable value of £200 a year?
