I cannot be responsible for what Mr. Catherwood said. In the same publication it makes clear what I said about licensing. Almost in the first public speech I made as the Minister I quoted the £100 million shortfall in the industry and spoke of the industry being too small in the context of the nation's economy and the need to do something about it. I do not want controls for control's sake but this element of control is necessary in the interests of the country.
