There is a difference, as the right hon. Gentleman recognises, between being controlled and being blocked. In the guidance given to the banks yesterday a whole series of payments was set out—such as pensions, payments under contract entered into before 11th November, wages and salaries— which will be controlled, but not blocked. Therefore, it means that there will be a scrutiny of these payments to see that they are in the normal course in accordance with the provisions laid down here.
