I recognised the difficulties. I knew that if the Motion on 5th March were carried it was bound to be an embarrassment for the Government, but I felt that an issue of this importance, when two-thirds of the House had expressed the desire that a certain law should come into being, could not be ignored by the Government irrespective of the difficulties, and that is why I have accepted the solution which the Leader of the House has provided.
