The hon. Gentleman used the expression "sharp practice" in the absence of the Patronage Secretary. I should like to know, and I am sure that the House would, what he means by that. I understand the expression "sharp practice" to mean that people are led to do things which they would not otherwise do by being deceived. Who was led to do what by what deception?
