I thought that it was perfectly clear. I made my speech wholly Ls a student of the procedures of the House. Anyone who understands those procedures knows that in Standing Committee the procedure is slightly different from that on the Floor of the House. I fully agreed with the decision of the House to bring the Committee stage of the Bill on to the Floor of the House. I simply asked that the judgment of the Chair should take into account that since the Bill was to be discussed on the Floor of the House it should be ruled by the rules which govern procedure on the Floor of the House. That seems quite simple, and certainly I had no malice or intent.
