Would not the hon. Member concede at once that this is a matter for consideration by the Select Committee on Procedure, and that this Motion is an attempt to short-circuit this time-honoured procedure? Should he not therefore dispose of this point, which is exactly contrary to what was said from his Front Bench at an earlier stage?
