It is clear from the hon. Gentleman's interruption that the Motion, if carried, will produce a precedent. It is no good saying that this is not intended to be a precedent. What is done in the House is a precedent, and it will always weigh with those who come after. What I am complaining about is that a precedent should be created without any discussion between the parties. I think that that is entirely wrong. This is a thoroughly bad Motion, and I hope that it will be thrown out.
