The hon. Gentleman is talking about constitutional procedure. Is it not a fact that the Bill was sent upstairs under our constitutional procedure? The Motion which brought it back to the Floor of the House a week ago last Friday was not discussed between the parties. It was sprung on the House to defeat the normal processes of the House. The hon. Gentleman always tries to be fair. On this occasion he is not being fair according to the standards which he has set for himself.
