One of the purposes of the Motion on 5th March was to give the fullest opportunity for reporting. Quite clearly, as is well known to the hon. and learned Member for Northampton (Mr. Paget), there is more opportunity for reporting debates when those debates are on the Floor of the House than when they are upstairs—one of the reasons being that the amount of space available for the Press in any Committee room is insufficient when there is a debate of importance.
