The right hon. Gentleman is a very experienced Member of the House. It was as a result of his persuasiveness that the House decided to bring the Bill back from its Committee stage in Standing Committee on to the Floor of the House. What does he think the Government should have done to give effect to that decision, bearing in mind the point of view of those who wished to see the Bill carried?
