I give the hon. Member his point entirely if his interpretation of what "the House" means is the same as mine. What I am saying is that the Government have no right to take decisions in anticipation of what may be decided by the Select Committee. The Members of this House have absolute power at any time to conduct their business in any way they please. The two things are very different.
