I am not sure that the right hon. Gentleman appreciates the point of my question. As I understand, the House has asked the Select Committee on procedure, among other things, to recommend or not recommend, as it may ultimately decide, a change in the normal practice. What I am inviting the right hon. Gentleman to agree with me about is that until the Select Committee has come to a conclusion on that matter the House remains in full possession of its authority to exercise its existing power.
