The hon. Member is one of the most acute amongst us, and that is precisely the point which I was going to make. It is, surely, also a convention of this House that if a matter is remitted to a Select Committee —and Select Committees of the House are bodies of great dignity and importance, regardless of their membership—the House contents itself to await the recommendation of that Committee before taking any action in the matter remitted.
