Is my right hon. Friend aware that it is something in the nature of a farce if in the issuing of industrial development certificates for areas of high unemployment factories are drawn from areas of pending high unemployment? Is he aware that in my Constituency A.E.I. has closed a factory with 850 jobs and there are two pits—
