Resolution reported, That, for the purposes of any Act of this Session to amend subsections (1)(e) and (3)(a) of section 12 of the Representation of the People Act 1949 so as to enable persons temporarily absent from their qualifying address to vote as absent voters, it is expedient to authorise—

  1. (1) the payment out of the Consolidated Fund of any increase attributable to the said Act of this Session in the sums payable out of that Fund under section 20 of the said Act of 1949;
  2. (2) the payment out of moneys provided by Parliament of any increase attributable to the said Act of this Session—
    1. (a) in the sums payable by way of General Grant, Rate-Deficiency Grant or Exchequer Equalisation Grant under the enactments relating to local government in England and Wales or in Scotland;
    2. (b) in the sums payable under section 43(2) of the said Act of 1949 out of moneys so provided.
