asked the Secretary of State for Commonwealth Relations and the Colonies in view of the fact that the defence factor in the future of Malta is necessarily unpredictable over a period of years, to what extent the British Government is prepared to help Malta to change her economic structure to one based on competitiveness in world markets and to implement the recommendations of the Report of the United Nations Economic Team under Professor Stolper which they have had in their possession since April, 1963, and which is the basis of Malta's second five year plan begun in April, 1964.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
