I think that the hon. Gentleman is right. On the last bank holiday weekend very little was seen of the young people attacking other members of the public, and they were mostly fighting among themselves, if they were fighting at all, or trying to score off the police.
As regards the merit and the responsibility for the legislation that I shall introduce, no doubt the hon. Gentleman will be able to lay claim, if he thinks he can, to some of the merit on the Second Reading of the Bill, but I really think that it is mine.
The Second Reading is the most important stage for a Bill. It is when the main purpose of a Bill is discussed and voted on. If the Bill passes it moves on to the Committee Stage. Further information can be obtained from factsheet L1 on the UK Parliament website.
