asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he will make a statement regarding the progress of the working party which he set up to examine local authorities' refuse collection services under the chairmanship of Mr. H. H. Browne; and when the report from this working party will be published.

The working party has a big job to do in assembling the facts on which its conclusions will be based. It is still engaged on this and it will be some time before it is in a position to report.

Is my hon. Friend aware that there is a growing practice of people taking their motor cars to the countryside and dumping from them junk of all descriptions in ditches and gateways? Will he bring that matter to the working party's attention?

I agree with my hon. Friend that this dumping is becoming a major problem. However, it is only one aspect of the subject with which the working party is dealing. I have no doubt whatever that the working party will report as quickly as it can.
Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
