In previous correspondence, I have told the hon. Gentleman that this case has been investigated very carefully. I listened with great care to what he said tonight. I should like to find some way to help him, but in all honesty I must say that we have looked into this case very carefully. It is a very narrow category of cases in which my right hon. Friend is able to make an ex gratia payment. I hope that I have been able to prove that this case does not fall into that category, and I believe that I would only be raising false hopes if I gave an indication that the decision on it could be reversed.
